Propaganda is something that tells about the benefits of war, like you would be protecting your family, your country and what you believe is right, you would be a hero. It doesn't show the bad things, like death and destruction.
Art is not propaganda because it shows pain, death, and destruction, propaganda does not show that, it only shows good things and reasons to join the army. The statement above is true because it does show pain, death, destruction, and is sad propaganda is not sad because it is supposed to show the good things the fun, happy things.
The painting shows a man on the floor dead, a baby in its mothers arms dead, and a horse and bull inside the building. All have silent screams of terror frozen on their faces even the animals, except the dead baby. Showing the horror, fear, and confusion that people felt who were in the path of the bombing.
